DRAFT ORDER: The draft order will be based on the final regular season standings from the previous year. The divisional winner with the best record is seeded 12th, the other divisional winner 11th, and from there the seeding goes in descending order by record. Beginning with the 2010 season, the draft order will be non-snaking. Waiver priority to start the season is in reverse order of the draft order.
DIVISIONS: Divisional placement is determined by the final regular season standings from the previous year. The divisional winner with the best record is considered the #1 seed, the other divisional winner the #2 seed. The other ten teams are seeded from best to worst. All "odd" seeds are in one division (1st, 3rd, 5th, etc.). All "even" seeds are in the other division. The #1 seed has the option of choosing whether his division is the American or the National.
FINAL ROSTERS: The official final player rosters for a given season shall be the rosters as they appear at the end of play on the last day of the Yahoo! playoffs. Any waiver claims not processed in time to appear on the final rosters are null and void. Any roster additions/subtractions from the end of the season until the keeper deadline the following spring (such as transactions made during any off-season trading period) shall be posted by the commissioner on the league blog page.
KEEPERS: In an attempt to allow each team to maintain their base identity from year-to-year, and at the same time allow enough roster turnover each season that will give everyone a fair chance to improve their teams, the number of "keepers" allowed from a team's roster will remain eight (8).
A-ROD RULE: Should a "owned" player be suspended for a year, and thus removed from Yahoo!'s listing of eligible players, an owner may choose to "keep" that player during his suspension. The owner must notify the commissioner and/or post his intentions to keep such a player on the league message board. The commissioner will then assign a fill-in player with an N/A designation to the team's roster. This fill-in will be used in place of the suspended player for keeper purposes, and may be moved to an N/A slot after the draft.
The commissioner reserves the right to alter any stated procedures to fit a given situation.
LEAGUE SIZE: The number of franchises allowed shall be twelve (12).
LEAGUE FEE: Since Yahoo! has eliminated the PLUS leagues in 2010, the only cost to league members shall be a one-twelfth share of the purchase cost of a bobblehead for the league champ, as determined by the commissioner.
TIEBREAKER: In any situation requiring a tiebreaker that is not already covered by Yahoo! rules, the first tiebreaker will be final regular season records; The second tiebreaker will be the head-to-head win/loss/tie records of the teams involved. In any situation not governed by Yahoo! involving wins/losses/ties, one win beats two ties, regardless of winning percentage.
FRANCHISE OWNERSHIP: All league members are considered the "owners" of their team/franchise. All owners in good standing remain league members from season to season unless they otherwise choose to drop out. A member in good standing is considered one who has remained active, irregardless of his position in the standings, displayed good sportsmanship, has acceptable table manners, and is semi-potty trained.
OWNER-LESS FRANCHISES: Should an owner choose not to return to the league, his team will not be folded or dissolved. A new owner shall be sought to take over the existing roster. Should an owner leave during the season, the commissioner shall take over the day-to-day operations of the team until a replacement owner has been found.
DUMPING: The policy of this league shall be that the dumping of players will not be tolerated. "Dumping" is defined here as the wholesale dropping of good players with no reasonable return. If an owner is suspected of dumping, he will be locked from further control of his team and asked to explain his actions. Should it be determined within reason that an owner was guilty of dumping, the commissioner has the right to undo all transactions involving the dumped players.
COMMISSIONER: The commissioner retains the right to make any decision deemed necessary for the good of the league.
